According to the decision No. 2596 dated 13/5/2004


  • Article 1: Amount of charges and dues collected by Lattakia and Tartous Port Companies for exploitation      operations rendered for different services to the Vessels and Cargoes calling both Ports or passing through and   lump sum charges are those stipulated in Schedules Nos. 1,2,3,4,5,6,7,8 and 9 annexed to this decision and in  accordance with their stipulated provisions versus the liabilities, charges and expenses borne by the Port  Companies.
  • Article 2: Administrative Commission of both Port Companies are empowered to increase or decrease such charges on the whole or in part up to 25% when ever it is necessary.
  • Article 3: All provisions and text contrary to this decision are cancelled.
  • Article 4: Minister of Transport will issue the executive regulations of the present decision.
  • Article 5: This decision shall be published in the official gazette and put in force ten days after date of issuance.

    • The charge of Anchorage is not collected from Vessels berthing alongside the quay.
    • The Anchorage and berthing charges are reduced by 50% fifty per cent for Vessels carrying passengers and for cruise Vessels.
    • The Anchorage, berthing, pilotage and towage charges are reduced by 60% sixty per cent for the Vessels classified as RORO.
    • Double of the Anchorage or berthing charge is to be imposed on empty Vessels either upon completion of discharge or loading or calling the port for repair or waiting instructions or similar cases for all duration of the Vessel's stay in the basin alongside the quay or in break water.

    • Handling charges of the Cargoes is due for the passage operation through the quay, stowage, lighterage, berthing, porterage, overtime, cleaning and machine usage; charges stated in Schedule No. 3 should be taken into consideration regardless the fact if the services are fully done or part thereof.
    •  Handling charges ( both imposed on the Vessel and on the Cargoes ) are imposed on Cargoes stuffed into part containers LCL containers and calculated according to the weight mentioned in each bill of lading in proportion of the total weight mentioned in the bills of lading covering Cargoes stuffed in said LCL container; amounts are stated in fifth Category.
    • According to the Category of the Cargoes, 50% fifty per cent of the part of the charge imposed on Cargoes of handling charge is collected in case Cargoes entered from land to the port and coming out to land in case of entering and withdrawing.
    •  An extra 25% twenty five per cent of the handling charges ( part imposed on Cargoes ) is to be collected in case of unstuffing Cargoes from containers or pallets or trucks or lorries or cars specified on categories 5 & 6 of Schedule No. 2 to the transportation means against services rendered by the port company.
    •  An extra 50% fifty per cent of the handling charges ( part imposed on Cargoes ) is to be collected in case of unstuffing Cargoes from containers or pallets or trucks or lorries or cars and transporting same from there to the nominated storage areas and reloading same to the transportation means against services rendered by the port company.

     

    Shifting: (Shifting of Cargoes from a Vessel's hold to an other or to an other place in the same hold or via quay or lighters)

    •  Double of the part imposed on the Vessel of the handling charges to be collected in case Cargoes shifted directly from a Vessel's hold to an other or from a place to an other place in the same hold.
    •  50% fifty per cent of the part imposed on Cargoes of the handling and passage charges is to be collected for shifting of Cargoes from a Vessel's hold to an other via quay or lighters or from one place in the hold to an other place in the same hold in addition to the double of the part imposed on the Vessel of the handling charges.

    Transshipment: ( Shifting Cargoes of a Vessel to an other Vessel directly or via quay or barges )

    • Collecting from both Vessels the part imposed on the Vessel of the handling charges on the Cargoes shifted directly from a Vessel to an other.
    •  Collecting 50% fifty per cent of the amount of the part imposed on the Cargoes of the handling charges for Cargoes shifted from a Vessel to an other via quay or barges in addition to the total amount of the part imposed on the Vessel of the handling charges from both Vessels.

    • In case of usage of cranes of the Vessel or movable cranes or equipments not belonging to the port company in loading and discharging operation from/to the Vessel, a premium of 20% twenty per cent of the charges stated above will be collected by the port company.
    • In case of the partly usage of the cranes and equipments belonging to the port company according to a demand of the concerned party in the loading and discharging operation to/from the Vessel, hire of equipments and cranes to be collected as stipulated in Schedule No. 7

    • Storage dues are calculated as from the date of discharging the first package from the Vessel after taking into consideration the free period of ten days.
    • If withdrawal is not effected during the free period stipulated in Schedule No. 4 an addition of 50% fifty per cent to the original  amount of the second part of the storage dues is to be collected per day or fraction.
    • Empty containers discharged from the Vessels and reloaded empty will not enjoy from the free period and dues stipulated in paragraph 4-3 are to be applied.

    • If master of the Vessel does not respond to the instructions of the management concerning shifting or operation of his Vessel or delay of the Vessel's arrival after nominating the equipments to the Vessel and agent of the Vessel fail to inform the port company with the new eta before termination of the old eta; Vessel will be subject to payment of the cost of idling and delay as stated in the above Schedule.
